First Time Title & Registration of New Boat
In order to register and title a new boat, the following is required:
-Manufacturer's Certificate of Origin assigning boat to the buyer by the selling dealer;
-Application for boat title/registration(opens in PDF) properly signed and notarized. The clerk's office can notarize the document, but you must provide proper identification and pay appropiate fees. Titles that contain AND (instead of OR) between the names of the owners require the signature of all owners listed on title;
-Title Lien Statement, if a lien is to be filed (outboard motors require separate filings);
-Owner/Buyer Personal Identification;
-Social Security number (for individuals) or Tax ID number (for businesses) for each party appearing on title;
-Boat trailer must also be titled using application for vehicle title/registration.

First Time Title & Registration for Out-of-State Boat
The following is required for first time title and registration of a boat acquired out-of-state:
-Orginal Title (Some states do not issue boat titles; if this is the case with your boat, the current registration is required);
-Application for Boat/Title Registration(opens in PDF) properly signed and notarized. The clerk's office can notarize the document, but you must provide proper identification and pay appropiate fees. Titles that contain AND (instead of OR) between the names of the owners require the signature of all owners listed on title;
-Title Lien Statement if applicable;
-Owner/Buyer personal identification;
-Social Security number (for individuals) or Tax ID number (for businesses) for each party appearing on title.
--Boat trailer must also be titled using application for vehicle title/registration.

Transfer of Kentucky Titled Boat
The following is required for the transfer of a Kentucky titled boat:
-Kentucky Certificate of Title with properly completed assignment;
-Boat Title/Registration Application (opens in PDF) properly signed and notarized. The clerk's office can notarize the document, but you must provide proper identification and pay appropiate fees. Titles that contain AND (instead of OR) between the names of the owners require the signature of all owners listed on title;
-Social Security number of each buyer listed on title (or tax ID number for companies).
-Transfer Fee (see below).
-Every boat in Kentucky is assessed by the Property Valuation Administrator as of January 1st of each year. The tax rate is determined by each taxing jurisdiction and the tax liability is placed on the owner of record for each boat as of January 1. Taxes are due by the owner of record upon renewal or registration changes. If a boat is transfered prior to renewal, the owner of record as of January 1st is liable for the outstanding tax. To avoid delinquency, taxes should be paid immediately upon transfer. Delinquent taxes may prohibit transfer of title.

Out-of-State Transfer of Kentucky Boat
-Kentucky Certificate of Title with properly completed assignment;
-Affidavit of Non-Exchange (opens in PDF). The registered owner must sign this form and it must be notarized. The clerk's office will notarize the document for an additional fee if owner present proper identification;
-If the boat was registered in Kentucky on January 1st of the current tax year, the owner of record is liable for the taxes under state law (KRS 134.810). If the sale or transfer occurred before January 1st of the current tax year, a copy of the new title or a copy of the bill of sale is required and must be presented to the Property Valuation Administrator to exonerate the tax assessment.

Renewal of Kentucky Boat Registration
Renewal reminders are mailed a month prior to the scheduled renewal month. The owner is responsible for renewing the decal in the correct renewal month, even if the notice is not received. In order to renew the registration, the owner must provide the original certificate of registration and their Social Security number (or tax ID number for companies). Boat registrations are renewed yearly with the issuance of a decal. They expire in April of every year.

Duplicate Title
If you have lost your original boat title, you must apply for a duplicate title before any transfer or updates can be processed. Apply at the clerk's office. The Kentucky Transportation Cabinet will print and mail the title the following working day. Duplicate titles cannot be picked up at the clerk's office. A Boat Title/Registration Application (opens in PDF)must be completed, signed, and notarized. Titles that contain an AND instead of Or between the names of multiple owners must be signed by all owners. A duplicate title fee of $4.00 is due upon application.

Mail-In Service
Renewals must be processed in the county of residence, however they may be processed either in person at the clerk's office or by mail. To renew your registration via postal mail, mail required documents and appropiate fees, along with a $2 postage and handling fee, to the clerks office at PO Box 686; Greenup, KY 41144. Your renewal will be processed within 2-3 business days. Expired registrations cannot be renewed by mail.
